Your administrator needs to log into the dashboard and scroll down to "Service settings" click on "add more services" link and then choose the "Contacts" services, this is a Contacts Manager... quoted text to what it is for (and it is free by Google), "A contact manager to help your users find and organize the contacts and groups they collaborate with." This is a universal contacts list.

A. Make your site a file? Yeah, that doesn't make sense.

But if you want to transfer a google site to another domain (such as coolsite.blogspot.com to coolsite.com) you'd have to purchase a domain name. Then you'd set it up so that if someone goes to coolsite.com, they get forwarded to your site, coolsite.blogspot.com.

You kind of asked two different things, in case you haven't noticed. Try to find a techie person to help you out. It'll make your life easier.
