Q. I want to know so i can be outside when they take it. No one in my county was outside when the picture was taken i want to know what time and what time of year the pictures are taken.

A. It's not because no one was outside when the picture was taken. It's because they use a strategy called composite satellite imagery. They take few pictures of the same place, and by referring to all the pictures they can identify all the moving objects such as clouds,vehicles,persons,animals,birds..etc and omit them to make the terrain data more clear.
If you were outside when the first picture was taken and you were not when the second picture was taken then their system identifies you as a moving object and will be erased.

Q. I want to see what it would be like, I'm curious, and I want to see the tiny cars. The Yahoo! Satellite isn't live, just a photograph.

A. Nope you can't. Satellite photo places such as google earth do not provide photos of a specific time and date for a specific location. You would need to contact the owners and operators of the satellites themselves to request the photo. However, I would suspect that the cost would be ridiculously high. The cost of putting up one of those satellites into space and operating it is high.
You might be better off hiring a company to take an aerial photograph of the location. It would be much, much cheaper.
Or if you have connections within the CIA or NSA.......try seeing if they can do something with the spy satellites.
