How exactly does Google Voice work?

Q. So I know that Google Voice VoIP, but how exactly does it work. Do you need to purchase phones made by Google or could you use it on any carrier? Is it going to be this really awesome, completely free service where we cancel all of our phone bills or what?

Q. I have an iPhone 3G that does not have a sim (upgraded to iPhone 3GS) I would like to turn it into a secondary phone that uses my google voice account. I also have a sipgate account if needed.
